The bidimensional construction of Localization and internationalization constitutes the dual attributes of localized overseas education,promotes the continuous evolution of China's localized overseas education from"glocolization"to"internationalization at home",and reflects the dynamic change of value proposition of Lo-calized Overseas Education.From early germination to standardized development,and then to the stage of con-notation ascension,localized overseas education has realized functional leap from the supplement of high quali-ty education resources to the roll booster of overseas education to eliminate elitism.The contradictions and conflicts between localization and internationalization highlight the transmutation,replacement and evolution of multi-stakeholders in the process of academic localization and internationalization.The local characteristics of localized overseas education were ignored for a long time in the past,resulting in localized overseas education becoming a sub-optimal choice under sub-optimal conditions,and there are hidden risks of non-cooperation between the exporting country and importing country.In the future,localized overseas education needs to change with the trend.Remodel the internationalization in the change by expanding cooperation and exchange platforms,creating features and highlights,and constructing international curriculum standards to achieve in-novation and win-win cooperation,and finally to promote the internationalization of higher education for the masses.
