How to Build Value-Driven Schools:A Review Based on the Improvement Trajectory of American Primary and Secondary Schools

20世纪60年代,美国较早地在全球范围内发起学校改进运动,历经半个多世纪的更迭变化,美国学校改进从早期的提高教育质量到后来的追求卓越和综合改进,再到现在的多元化、科学化、规范化,逐步形成了特色化的学校改进模式.具体而言,美国中小学校改进走过了"苛求教育质量、统筹推进教育公平、聚焦学校效能发展、创造竞争性生产力、构建多元治理格局和指向每位学生成功"等6个阶段,由此积累了较为丰富的学校改进经验.我国正处于推进基础教育高质量发展的关键阶段,如何诉诸学校改进,实现未来的学校教育高质量发展,已成为学界关注的热点问题.立足于对美国特许学校、磁石学校、蓝带学校以及跃进学校特色实践项目的本土化分析,我国构建价值驱动型学校应确立以内外交互机制优化学校治理体系的集成性体系,以质量评估机制维系学校改进变革的持续性,以及以文化立校机制提升学校改进变革的特色性.
Abstract
In the 1960s,the United States launched the school improvement movement on a global scale earlier.After more than half a century of changes,American school improvement has gradually formed a characteristic school improvement model from the early improvement of education quality to the later pursuit of excellence and comprehensive improvement,and then to the current diversification,science and standardization.Specifically,the improvement of primary and secondary schools in the United States has gone through six stages of"demanding edu-cation quality,coordinating the promotion of education equity,focusing on the development of school effectiveness,creating competitive productivity,building a diversified governance pattern and pointing to the success of each student",thus accumulating a relatively rich experience in school improvement.China is in the key stage of promo-ting the high quality development of basic education.How to resort to school improvement to realize the high quality development of school education in the future has become a hot issue in the academic circle.Based on the localiza-tion analysis of American charter schools,magnet schools,Le Cordon Bleu schools and the characteristic practice projects of Leap schools,China's construction of value-driven schools should establish an integrated system to opti-mize the school governance system with internal and external interaction mechanism,maintain the continuity of school improvement and reform with quality assessment mechanism,and enhance the characteristics of school im-provement and reform with cultural school establishment mechanism.
