To understand artificial intelligence and national security,on the one hand,we need to solve the cognitive level,namely the"sense of security"problem,that is,to clarify the relationship between artificial intelligence technology and applications and national security,and answer why artificial intelligence is related to national security and how it affects national security.On the other hand,we need to solve the"security"problem at the practical level,that is,to answer the question of how to effectively maintain national security in the field of artificial intelligence.Compared with the former,the latter emphasizes the design and control of the process,and the ultimate direction is the problem of capacity building,that is,the ability or action to effectively maintain national security in a specific field.At present,relevant practices have been promoted,but there is still a lack of further sorting,demonstration and refinement at the research level,and there is still a lack of interpretation and analysis frameworks with practical guiding significance.This article attempts to use national security theory,combined with the characteristics of emerging technology governance,to explore the current"sense of security"and"Securitization"issues of artificial intelligence,and to think about how to effectively enhance the national security capacity building in the field of artificial intelligence.
