摘要

人工智能安全治理需要遵循内生的安全特性,包括技术特性、应用特性以及基础特性,加强稳定性、可解释性、可理解性、安全性、透明性等能力建设,建立生产者自律、监管者的政策规制以及用户的反馈和监督的治理格局.在人工智能内生安全治理的发展过程中,呈现出厘清关键概念、细化具体措施、纳入多主体以及全生命周期动态治理的发展趋势.

Abstract

Artificial intelligence Safety governance needs to follow the endogenous security characteristics,including technical characteristics,application characteristics and basic characteristics,strengthen the capacity building of stability,interpretability,understandability,security and transparency,and establish a governance pattern of producer self-discipline,regulatory policy regulation and user feedback and supervision.In the development process of artificial intelligence Safety governance,there is a development trend of clarifying key concepts,refining specific measures,including multi-agents,and dynamic governance of the whole life cycle.
