针对福建省海域海岛审批管理信息化过程中存在的问题,提出以省级国土空间基础信息平台为数据支撑来构建基于微服务架构的智慧审批系统的思想,设计了海域海岛智慧审批管理平台的基本框架,研究了系统数据管理模式,并以海域海岛审批的业务流程为主线,以智能审查为核心,开发了包括业务流转、智能审批、图形审查、用海预分析、动态监测监管、查询统计、审批档案管理等功能的海域海岛智慧审批管理系统,实现了省、市、县三级一体化运用,为福建海洋资源的开发利用和管理提供一个信息共享与多级多部门会商平台.系统在全省推广使用,实践表明,系统有效提升了海域海岛综合管理水平,对加强海域海岛监管具有重要作用.
In view of the problems existing in the informatization process of sea area and islands approval management in Fujian Province,the idea of constructing a smart approval system based on the microservice architecture with the provincial land and space basic information platform as data support is proposed.The basic framework of the sea area and islands smart approval management platform is designed,and the system data management mode is studied.Taking the business process of sea area and islands approval as the main line and intelligent review as the core,the sea area and islands smart approval management system with functions including business flow,intelligent approval,graphic review,pre-analysis of sea area utilization,dynamic monitoring and supervision,query statistics,and approval file management is developed,realizing the integrated application at the provincial,municipal and county three levels and providing an information sharing and multi-level and multi-departmental consultation platform for the development,utilization and management of marine resources in Fujian.The system is promoted and used throughout the province.Practice shows that the system effectively improves the comprehensive management level of sea area and islands and plays an important role in strengthening the supervision of sea area and islands.
