理性·逻辑·精神:职业教育治理现代化的分析框架与战略定位

职业教育治理现代化的有效推进建立在对其属性全面而深刻的认识基础上.职业教育治理现代化是一个复合概念,涵括"职业教育""治理""现代化"三重子概念,分别对应治理对象、治理本体、治理样态三重内核,体现出三重属性,分别是"职普比较"下的差异融通贯通属性、"国家中心"下的多元主体协作属性以及"时空交错"下的动静质量迭代属性.然而,在推进职业教育治理现代化进程中,当前仍普遍存在三大典型问题:一是趋同普通教育、脱离人本中心、纵向衔接薄弱的职教属性悬浮问题,二是转型目的不清、主体权责不定、合作体系不全的治理范式模糊问题,三是制度"规训"主导、技术"座架"支配、主体"私益"满足的现代化定位偏误问题.未来职业教育治理现代化应以扎根"三重"职教属性为理性根据,以贯通"五业"(即行业、企业、职业、专业、学业)治理属性为逻辑理路,以追寻"中国式"现代化属性为精神旨归,从理性、逻辑、精神的综合视域出发,重新厘定职业教育治理现代化的逻辑路向与战略定位,以实现职业教育治理现代化立足"职教"、回归"本业"、走向"善治"的终极目标.
Rationality-Logic-Spirituality:An Analytical Framework and Strategic Orientation for Modernizing the Governance of Vocational Education
The effective advancement of modernizing the governance of vocational education is based on a comprehensive and profound understanding of its attributes.Modernization of vocational education governance is a composite concept that embraces three sub-concepts:"vocational education","governance"and"modernization",corresponding to the object,ontology and pattern of governance respectively.It embodies three attributes,that is,the attribute of divergent,horizontal integration and vertical penetration under the"comparison between vocational education and general education",the attribute of multi-subject cooperation under the"national center",and the attribute of dynamic and static quality iteration under the"crisscrossing of time and space".However,in the process of modernizing the governance of vocational education,three typical problems are still prevalent.The first problem is the suspension of the attributes of vocational education,such as tending to be similar to general education,being detached from human-centeredness and a weak vertical connection.The second problem is the blur of the governance paradigm,which is characterized by the unclear purpose of transformation,the uncertainty of the rights and responsibilities of the main bodies,and the incomplete cooperative system.The third problem is the misplaced positioning of modernization,including the dominance of institutional"discipline"and technological"gestell",as well as the satisfaction of individual's"private interests".In the future,modernizing the governance of vocational education should be rooted with the"threefold"attributes of vocational education as the rational basis,the"five fields"(i.e.,industry,enterprise,occupation,profession and study)as the logical rationale,and the"Chinese-style"modernization attribute as the spiritual purpose.From the comprehensive perspective of rationality,logic and spirituality,the logical direction and strategic orientation of modernizing the governance of vocational education should be redefined in order to realize the ultimate goal of being based on"vocational education",returning to"the profession"and heading towards"good governance".
