网络基础设施建设与家庭旅游消费:来自"宽带中国"试点的证据
Network Infrastructure Construction and Family Tourism Consumption:Evidence from the"Broadband China"Pilot

摘要
网络基础设施建设的快速发展为旅游消费的可持续稳定增长注入了新的活力.本文利用中国家庭追踪调查(CFPS)2012年、2014年、2016年及2018年数据,结合宏观统计数据,将"宽带中国"战略视为一项准自然实验,采用双向固定效应模型、渐进DID模型及PSM-DID模型评估网络基础设施建设对家庭旅游消费的影响.研究发现:(1)"宽带中国"战略使试点城市家庭人均旅游消费提高了 15.7%,使家庭旅游消费占总收入比重提高了 16.5%.(2)作用机制分析表明,网络基础设施建设通过为旅游者提供旅游必要条件、提高旅游信息渠道便利性及扩大旅游地服务人员规模促进家庭旅游消费.(3)网络基础设施建设对家庭旅游消费的影响存在异质性,相比户主为男性、乡村、初中及以上学历和目前无配偶的家庭,网络基础设施建设对女性、城镇、文盲或小学学历及目前有配偶的家庭旅游消费影响效应更显著.文章从理论和实证两方面分析网络基础设施建设促进家庭旅游消费的作用机制,并提出旅游产业应充分借助"宽带中国"试点政策东风,遏制旅游经济下行趋势,促进旅游消费可持续稳定增长.
Abstract
The rapid development of network infrastructure construction has injected new vitality into the sustainable and stable growth of tourism consumption.Based on the data of China Household Tracking Survey(CFPS)in 2012,2014,2016 and 2018,combined with the pilot data of"Broadband China"and macro-statistical data,this paper uses the two-way fixed-effect model,progressive DID model and PSM-DID model to evaluate the impact of the pilot policy of"Broadband China"on family tourism consumption.The results show that:(1)the"Broadband China"strategy has increased the per capita tourism consumption of households in pilot cities by 15.7%,and the proportion of household tourism consumption in total income has increased by 16.5%.(2)Mechanism analysis shows that network infrastructure construction promotes family tourism consumption by providing tourists with necessary conditions for tourism,improving the convenience of tourism information channels and expanding the scale of tourism destination service personnel.(3)The impact of"Broadband China"pilot policy on family tourism consumption is heterogeneous.Compared with households headed by men,rural households,junior high schools or above,and currently unmarried households,network infrastructure construction has a more significant impact on tourism consumption of women,urban households,primary schools or illiterates,and families currently married.This paper analyzes the mechanism of network infrastructure construction to promote family tourism consumption from both theoretical and empirical aspects,and proposes that the tourism industry should take full advantage of the pilot policy of"Broadband China"to curb the downward trend of tourism economy and promote the sustainable and stable growth of tourism consumption income.
