当前经济运行面临总需求不足的突出矛盾.面对纷繁复杂的国际国内形势,更好地发挥消费对经济发展的基础性作用至关重要.本文将中国278个地级市及以上城市数据与中国家庭金融调查(CHFS)2017-2019年微观家庭数据相匹配,从覆盖度、密集度和水平度三个维度构建社会保障安全网评价指标体系,实证检验社会保障安全网对家庭消费的影响.结果表明:(1)社会保障安全网能够显著提升家庭总消费,尤其对家庭发展型消费的促进作用最为明显.(2)社会保障安全网对家庭消费的影响在不同地区、不同城市规模、不同个体收入以及不同工作性质中存在显著异质性.(3)从个人层面而言,社会保障安全网的完善显著减少了家庭预防性储蓄、增加了家庭人力资本投资,进而提高消费水平.(4)从地区层面而言,社会保障安全网通过优化消费环境、降低医疗价格释放家庭消费潜力.
Abstract
The current economic operation is facing the prominent contradiction of insufficient aggregate demand.In the face of the complex international and domestic situation,it is crucial to better play the fundamental role of consumption in economic development.This article matches the data of 278 prefecture-level cities and above in China with the micro-household data of the China Household Finance Survey(CHFS)from 2017 to 2019,and constructs an evaluation index system for the social security safety net from three dimensions:coverage,intensity,and level,to empirically test the impact of the social security safety net on household consumption.The results show that:(l)The social security safety net can significantly enhance total household consumption,with the most noticeable impact on developmental household consumption.(2)The impact of the social security safety net on household consumption exhibits significant heterogeneity across different regions,city sizes,individual income levels,and types of employment.(3)At the individual level,the improvement of the social security safety net significantly reduces precautionary savings and increases household human capital investment,thereby raising consumption levels.(4)At the regional level,the social security safety net unleashes household consumption potential by optimizing the consumption environment and reducing medical costs.
