摘要

为应对日益纷繁复杂的各类灾害,集融合通信系统、图像分析系统、指挥调度系统等于一体的"应急救援数字化战场"平台应运而生.本文分析了实际救援行动中存在的通信保障问题,依照现有消防救援相关法律法规及规范,结合通信技术提出解决方式、制定融合通信系统链路架设方案,验证了应急通信保障实战演练方案的可行性、成效性.通过层次划分融合通信系统链路,为消防救援队伍快速搭建灾害现场通信网络布设提供指引,实现基于平台的多源信息实时传输与分析、各层级单位间资源共享集约,科学迅捷化开展指挥研判、救援行动与灾害处置.

Abstract

In order to cope with increasingly frequent and complex disasters,a digital battlefield platform for emergency rescue has emerged,which integrates communication systems,image analy-sis systems,command and dispatch systems,and more.This ar-ticle analyzes the communication security issues that exist in ac-tual rescue operations,proposes solutions based on existing fire rescue related laws,regulations,and norms,and combines com-munication technology to develop integrated communication sys-tem link installation plans.It verifies the feasibility and effective-ness of emergency communication security practical exercises.By integrating communication system links through hierarchical divi-sion,guidance is provided for fire rescue teams to quickly build communication networks at disaster sites,achieving real-time transmission and analysis of multi-source information based on platforms,resource sharing and intensification among units at all levels,and scientific and rapid command and judgment,rescue operations,and disaster response.
