摘要

随着储能用锂离子电池在新型储能中的占比大幅增加,锂离子电池安全问题引发的储能电站事故频发.为提高我国储能用锂离子电池的安全准入水平,应加强行业管理,实施合理的监管措施.阐述当前储能用锂离子电池产业发展、国外相关标准和监管模式现状,简要分析其他领域锂离子电池现行监管模式和储能用锂离子电池强制性标准的技术条款,给出后续开展强制性监管的合理建议.

Abstract

Based on the significant increase in the proportion of lithium-ion batteries for energy storage in new energy storage and the frequent accidents of energy storage power stations caused by lithium-ion battery safety problems,in order to improve the safety access level of lithium-ion batteries for energy storage,we should strengthen industry management and implement reason-able regulatory measures.This paper describes the development status of the former lithium-ion battery industry for energy stor-age,relevant foreign standards and regulatory models,briefly analyzes the current regulatory models of lithium-ion batteries in other fields and the technical terms of mandatory standards for lithium-ion batteries for energy storage,and gives reasonable sug-gestions for subsequent mandatory supervision.
