我国与欧美危险化学品事故调查机制比较分析

摘要
危险化学品事故常有发生,其表现形式主要是火灾爆炸,人员伤亡多、经济损失大、环境危害重,严重危害公共安全.本文对近 10年我国大陆地区发生的重特大危险化学品事故进行了初步分析研究,涵盖了事故的人员伤亡数量、经济损失情况、引起事故的危险物质、事故发生环节等核心信息,直观呈现危险化学品事故的近年现状和对公共安全造成的重大威胁.从危险化学品事故调查机制角度出发,对我国和欧美主要发达国家进行了横向比较,深入剖析了欧美主要发达国家危险化学品事故调查机制现状和特点.
Abstract
Chemical accidents occur from time to time.The main manifestations of accidents are explosions and fires,which often cause many casualties,economic losses,and environmental haz-ards,which seriously endanger public safety.This article con-ducts statistical analysis and research on major hazardous chemi-cal accidents in mainland China in the past decade,covering core information such as casualties,economic losses,hazardous sub-stances,etc.,which visually presents the status quo of hazardous chemical accidents in China.From the perspective of hazardous chemical accident investigation mechanism,a horizontal compari-son between China and the major developed countries in Europe and America was carried out,and the characteristics of the investi-gation mechanism in major developed countries in Europe and America were deeply analyzed.
