An Exploration of the Policy Evolution of Municipal Industry-Education Consortium Based on Multi-source Flow Theory
The implementation of municipal industry-education consortium is an innovative practice to pro-mote the integration of education and industry and to promote regional economic growth.Through the theoretical framework of multiple streams,this study draws at the conclusion that the development of industry-industry fusion is caught in multiple dilemmas with operational blockages,management misalignment and lack of innovative vitality constituting the problematic streams,the government's systematic design,policy guarantee and the suggestions and options of experts and scholars contributing to the policy streams and the high importance attached to it by the Party and the State and the expectations of the people constituting the political streams.The convergence of the three streams creates a"policy window"for policy change,which in turn responds to the needs of the market and socie-ty,promotes the modernization of vocational education and leads to the introduction of the policy of"industry-edu-cation consortium".
