The Risk of Digital Intelligence Transformation of Local Governance and Its Practical Regulation Path in the Process of Chinese Path to Modernization
The digital intelligence reform in local governance guides the direction of grassroots governance reform,which is a vital foundation for advancing Chinese path to modernization.Only by examining the basic logic of digital intelligence reform in local governance from the perspective of Chinese path to modernization can we effectively promote the transformation and innovation of local governance digital intelligence.Based on the narrative requirements of people-centric,modern,democratic,and institutional characteristics inherent in Chinese path to modernization,the local governance digital intelligence reform driven by the new technological revolution is not only an innovation in the overall concept of intelligent governance and the balanced relationship structure of right and responsibility,but also an innovation in data-driven evidence-based decision-making methods and the reconstruction of fundamental system rules.However,this reform process's excessive preference for technological rationality has also led to the neglect of value rationality in local governance practice,easily triggering value risks dominated by tools,ethical risks of responsibility absence,decision-making risks of technology supremacy,and institutional risks of structural dissipation.If these risks are not effectively regulated in practice,the rigid aspect of technological application will be fully exploited.Therefore,in the practice of digital intelligence reform in local governance,it is necessary to alleviate the risks of this reform by continuously optimizing the policy environment,constructing a responsibility contracting system,reshaping the human-computer interaction system,and increasing technical governance rules,so that"empowering intelligent technology"can truly achieve"highly efficient governance".
