How do Hierarchical Organizations Respond to Non-conventional Tasks?
The hierarchical organization is the dominant organizational form in modern society,and its technical and organizational advantages enable it to accomplish routine tasks efficiently.In the risk society and the VUCA era,hierarchical organizations always encounter many"wicked problems"full of complexity,ambiguity and uncertainty,and they have always been unable to cope with these problems.The foundation of hierarchical organizations is rationalism,which has been criticized and revised to varying degrees by the academics,presenting a developmental context from comprehensive rationality to bounded rationality and then to irrationality.To more effectively cope with non-conventional tasks,a variety of reform approaches have been adopted,such as innovating organizational ideas and restructuring organizational structures.In the governance practice of China,the strategies for dealing with non-conventional tasks mainly include deliberative coordination institutions,specialized work teams,project system,and campaign-style governance.The intrinsic logic of these strategies is to transform administrative problems into political problems,to overcome organizational rigidity and integrate effective resources to the greatest extent,thereby completing organizational tasks.
