The Logic of Grassroots Administrative Regions Governance in Integrated Urban-Rural Development——A Case Study of Suburban Land Use
The integration of urban and rural development,as an important feature and main goal in the second half of the new urbanization in our country,is fundamentally about further promoting the reform and improvement of urban and rural land, household registration, and social security systems at the institutional level.Existing studies have focused on the connection between urban and rural administrative regions, but due to the lack of explanation after the connection between grassroots administrative regions and specific systems, the systematicness of institutional analysis and the comprehensiveness of path optimization are insufficient. From the perspective of institutional system theory, taking suburban land use as an example, this study reveals the associated mechanisms between grassroots administrative regions and suburban land use in terms of difficulties, causes, and countermeasures in the development of urban-rural integration. The study shows that the reform of the grassroots administrative region system can interact bidirectionally with the optimization of effective land use in the suburbs.Specifically,it involves promoting the effective use of suburban land through the integration of institutional types, the standardization of quasi-administrative regions, the provincial direct management of counties and the virtualization of townships, regional cooperation, and internal potential tapping.
