Hidden Costs:The Livelihood Public Service Effects of Government Resident Relocation
Urban government residents in China usually have a strong resource aggregation effect,and the relocation of government residents has a profound impact on both economic and social development of the localities.However,both the main policy objectives of local government to promote resident relocation and related studies have focused on the effects of economic development,but not on the the livelihood effects of public services.To measure the impact of government resident relocation on livelihood public service,this study constructs a livelihood public service index with the help of factor analysis,the result of the test by applying the difference-in-differences method based on the collecting data from 266 prefecture-level and above cities from 2003 to 2019 and shows that government resident relocation has a significant negative effect on livelihood public service,and there are hidden social costs.The analysis of influence mechanisms finds that government resident relocation crowds out livelihood public service through expenditure preferences and fiscal pressures.Further heterogeneity analyses show that the intensity of impacts varies under different administrative levels,regional distributions,policy backgrounds,and relocation distances.The study extends the policy effects of government resident relocation from economic development to livelihood public service,which not only broadens the research horizon,but also has certain policy value.The results can provide scientific support for relevant decision-making,as well as a theoretical basis for curbing the"spatial production"impulses of city governments.
