How Does Digital Empowerment Become Digital Burden at the Grassroots Level?——An Integrated Analytical Framework
The application of digital technology in the public sector will not only empower organizations,but also bring new,more complex,and higher degree of burden,namely,digital burden.How does digital tec-hnology as a governance tool create digital burden?It is of great significance to explore the theoretical mechanism of its formation.Based on an integrated analytical framework built from the perspective of a segmented management system,supervision and assessment by higher authorities,and users'digital literacy,the research found that fragmented digital systems,digital assessment pressure and its derived digital traces instead of work performance,and insufficient digital literacy are the leading causes of grassroots digital burden.In primary-level governance,the digital burden is specifically manifested as repeated filling in system data,repeatedly logging in to multiple systems and different ports,excessive digital scars,and increased costs of digital technology learning.Therefore,to gradually eliminate the digital burden,we should promote the coordination of blocks,sink governance resources,and bridge the digital divide.
