How to Solve"Soft Issues"Through"Hard Governance":The Governance Logic,Driving Mechanism and Optimization Path of Digitization Civilization Construction——Observation Based on the Practice in Fuyang District of Hangzhou
Digital reform empowers government governance,which provides a feasible way to solve the pro-blems such as difficulty to sustain the effect and insufficiency of public participation of civilization constru-ction.An analytical framework of digital empowering civilization construction is proposed that"one core,three dimensions"means public value as the core and demand,project,and technology as the dimensions.The"Fuchun Fengshanghui"digital reform project as an example is selected to reveal the digital governan-ce logic of platform integration,process reengineering,and scene construction by using case study method,and the driving mechanism of"value traction-demand pulling-project driving-technical embedding".F-ocusing on the deep practice of digital governance,further optimization path for the digitization civilization con-struction is proposed to better achieve"hard governance"for"soft issues".The optimization path is as foll-ows:the first is to broaden the data sources of civilized behavior and enrich application scenarios;the sec-ond is to optimize government business processes and form a closed loop of civilization construction and"most beautiful"tree selection;the third is to strengthen departmental collaboration and increase the integration of courtesy policies and public resources;the fourth is to consolidate the positive energy of the citizens and strengthen the scientific application of the evaluation results of citizens'behaviors.
