摘要
公共政策是探讨政府决策行为、改善公共决策系统、提高政策制定质量和政策执行效果的社会科学.建构中国公共政策自主知识体系,要求我们对"中国之治"背后的公共政策问题有更加深刻的认知、归纳、总结和提炼,根植于变革社会的中国实践,探求中国公共政策的知识基础.建构中国公共政策自主知识体系,必须从中华优秀传统文化中汲取滋养和总结中国鲜活经验,提炼中国公共政策的标识性概念;必须从中国实践中来,到中国实践中去,扎根中国大地建构中国特色的公共政策理论;必须借助人工智能技术进一步打破学科间的壁垒,在研究方法转型中推进公共政策与相关学科的交叉、融合,拓宽公共政策的主题领域和视野.只有在概念、理论与方法的统合中,建构科学化、本土化、系统化的中国公共政策自主知识体系,才能在服务和促进善治中国的同时,为国际公共政策研究贡献中国理论与中国智慧.
Abstract
Public policy is a social science that discusses the government's decision-making behavior,improves the public decision-making system,improves the quality of policy making and the effect of policy implementation.The independent knowledge system of Chinese public policy should be constructed,the public policy issues behind the"governance of China"should be deeply recognized and induced,summari-zed and refined,and the knowledge basis of Chinese public policy should be explored based on the Chinese practice of transforming society.Constructing an independent knowledge system of Chinese public policy,it is necessary to draw nourishment from the excellent traditional culture of China and sum up the fresh experience of China,and refine the identifying concept of Chinese public policy.It is necessary to construct a public policy theory with Chinese characteristics based on Chinese practice and practice in China.It is necessary to use artificial intelligence technology to further break the barriers between disciplines,promote the intersection and integration of public policy and related disciplines in the transformation of research methods,and broaden the subject field and vision of public policy.Only by constructing a scientific,localized and systematic independent knowledge system of Chinese public policy in the integration of concepts,theories and methods can we contribute Chinese theory and Chinese wisdom to international public policy research while serving and promoting good governance in China.
