作为上层建筑重要组成部分的政府是推动新质生产力发展的关键主体.在加快发展新质生产力的现实要求下,更好发挥政府作用以推动新质生产力发展已成为理论研究和实践探索的重要议题.制度优势、交易成本、要素驱动和价值协同等逻辑,共同构成理解政府促进新质生产力发展的内在逻辑.推动新质生产力发展,政府须发挥好关键推动者、市场监管者和风险承担者等角色作用,以加强顶层设计、深化数字治理、突出政策牵引和优化职责体系为着力点.
Abstract
Government,as an important part of the superstructure,is the key body to promote the development of new quality productive forces.Under the requirement of accelerating the development of new quality productive forces,how to better fulfil the role of government to promote the development of new quality productive forces has become an important issue in theoretical research and practice.The logic of institutional advantage,the logic of transaction costs,the logic of factor drive and the logic of value synergy together constitute the internal mechanism for understanding the role of government in promoting the development of new quality productive forces.In order to promote the development of new quality productive forces,the government should better fulfil its roles as a key enabler,market regulator and risk taker,and focuses on strengthening top-level design,deepening digital governance,highlighting policy trac-tion and optimizing the responsibility system.
