Organizational Coordination in Grassroots Emergency Management——Root Causes and Solutions
As China's comprehensive reforms deepen,the modernization of China's national governance system and governance capability is continuously advancing.The reform of the emergency management system has also entered a new stage since 2018,with the establishment of the Ministry of Emergency Management,forming a unified coordinated command system for China to comprehensively respond to four types of emergencies.Despite the implementation of the reform,there are still some risks and hidden dangers due to the poor organizational coordination between departments in grassroots emergency management systems.Combining the practical problems of grassroots emergency management organization and coordination with relevant theories,and by analyzing relevant cases such as City A and County Z,it is believed that the root cause of the problems in grassroots emergency management organization and coordination lies,on the one hand,in the characteristics of the emergency management issues themselves;on the other hand,this is attributed to the fact that the current mechanism of rights and responsibilities and the institutional system are still not robust.Focusing on the root causes of the problems,it is necessary to strengthen Party's leadership in emergency management work,promote the modernization of the emergency management system and management capabilities according its unique characteristics,and solve the problems of emergency management organization and coordination from three aspects:system construction,talent cultivation,and supervision mechanism,so as to strengthen the emergency management system and capacity-building and to push forward the development of China's emergency management.
