当前,中国政府绩效管理在战略引领、制度供给、资源整合和社会参与等方面仍面临诸多挑战.立足中国特色社会主义进入新时代的历史方位,系统剖析当代中国政府绩效管理面临的困境与治理转型的难题,有助于推进政府绩效治理的转型升级.本研究在阐释政府绩效合法性内涵的基础上,通过梳理中国政府绩效管理的发展脉络,揭示政府绩效生成的演进逻辑;通过构建"战略层-管理层-执行层"的分析框架,深入剖析中国政府绩效管理的底层逻辑及面临困境,并从体制机制创新、法治建设、数字赋能等方面提出优化建议及举措,以期为新时代推进政府绩效治理转型、提升国家治理效能提供决策参考.
The Evolution Logic,Current Dilemmas and Governance Transformation of Chinese Government Performance Management
Currently,Chinese government performance management still faces many challenges in terms of strategic guidance,institutional supply,resource integration,and social participation.Based on the historical context of socialism with Chinese characteristics entering a new era,systematically analyzing the Current dilemmas and governance transformation challenges faced by contemporary Chinese government performance management helps to promote the transformation and upgrading of government performance governance.Based on explaining the connotation of government performance legitimacy,this study reveals the evolution logic of government performance generation by reviewing the development history of Chinese government performance management.Through constructing an analytical framework of"strategic layer-management layer-execution layer",it depth explores the underlying logic of government performance and the dilemmas faced by Chinese government performance management.The paper proposes optimization suggestions and measures from aspects such as institutional innovation,rule of law construction,and digital empowerment.This paper aims to provide decision-making references for advancing government performance governance transformation and enhancing effective governance in the new era.
