How is Local Government's Expansionary Achievements Production Possible?——An Organizational Approach
Opening the"mechanism black box"is one of the core issues in the research on local government achievements production.Existing literature mostly follows the economic explanation approach of"motivation-reaction"to respond to this issue,but lacks a holistic perspective and explanatory research.This research proposes an analytical framework of"institutional-process-action"and conducts a diachronic investigation of the construction process of modern village in Town C,in order to further reveal the intrinsic mechanism of the local government's expansionary achievements production.The study found that:local governments produce achievements through the intermediary mechanism of an"Achievements-compatible Community"and maintain the stability of this process.Specifically,At the institutional level,"Achievemen-ts-compatible Community"is a localized policy implementation combination mechanism that adapts to the institutional environment;at the process level,"Achievements-compatible Community"is a flexible mecha-nism that adapts to the non-linear dynamic policy implementation process;At the action level,the"Achiev-ements-compatible Community"is an accommodation mechanism that accommodates local governments'independent execution of actions.The differential behavior in the achievements production process of local governments reflects the evaluation-oriented task compliance logic,the efficiency-oriented highlight creati-on logic,and the stability-oriented risk avoidance logic that are the underlying logic that drives the existen-ce of"Achievements-compatible Community".This article refines the concept and logically analyzes the mechanism of"Achievements-compatible Community"based on open system organization theory,provides a preliminary explanatory framework and policy implications for understanding the phenomenon of expansion-ary achievements production of local governments in the new era.
