The Institutionalization of Social Governance Innovation in Contemporary China—An Analysis based on the"National Social Governance Innovation Cases(2022)"
The institutionalization of social governance innovation is a crucial pillar for embedding social governance experiences into routine governance,holding significant implications for advancing the Chinese path to modernization.This paper defines the concept of the institutionalization of innovation and leverages the"National Social Governance Innovation Cases(2022)"database to explore the factors that influence the institutionalization of social governance innovation.This research reveals that social governance innovations initiated by governments or social organizations,focusing on grassroots,county-level or city-level governan-ce,aiming to optimize the institutional framework or enhance governance capacity,employing new approac-hes to strengthen government responsibility,social collaboration,legal safeguards or technological support,and receiving public funding,are more likely to achieve vertical institutionalization.On the other hand,inn-ovations initiated by market entities,aiming to optimize the institutional framework or enhance governance capacity,adopting new approaches to strengthen legal safeguards or technological support,with government funding,social funding,or charitable funding,are more likely to achieve horizontal institutionalization.The more sources of innovation funding there are,the more difficult institutionalization happens,and the increa-se of innovation point quantity does not contribute to institutionalization.To promote the institutionalization of social governance innovation,it is essential to enhance the ability of innovation initiators to theorize and conceptualize their experiences in social governance innovation,optimize the hierarchical structure of inno-vation approaches,and encourage non-governmental financial support for social governance innovation.
