The Holistic Governance of Regular Assistance for Low-Income Populations—An Investigation based on the Selection of Breakthrough for the Connection and Integration of the"Two Policies"
Against the backdrop of the connection and integration of the assistance policy for preventing returning poverty and regular assistance policy for rural low-income populations(short for"two policies"),the policy system for regular assistance for low-income populations in China has entered a critical integrati-on stage.Currently,fragmentation is still evident in the"two policies"during the modernization process of rural poverty governance in China,such as using different identification standards,establishing different management databases and implementing different assistance measures.Based on the typical cases of Huaibei City in Anhui Province and Longnan City in Jiangxi Province,it is found through investigation that both"unifying two standards"and"merging two databases"can be breakthroughs for the connection and integration of"two policies",with the latter being the best path.This study suggests that starting from the optimization of the"merging two databases"and focusing on the holistic governance goals of"meeting basic needs,preventing risks,and promoting development",it is of great significance to construct a new ground and multi-level policy system for the regular assistance for low-income populations in China,which will promote the standardization of the policy system for the regular assistance for low-income populations.
