The Generation Mechanism and Corrective Strategies of the Execution of Formalization in"Projects Entering the Village"—Based on the Investigation of M Village in A County
As a mean of resource allocation for the country to inject resources into rural areas from top to bottom,"Projects Entering the Village"has important strategic significance to the new landscape of rural revitalization,but it is prone to cause execution of formalization in specific primary-level practices.Based on the field investigation,it is found that the execution of formalization in"Projects Entering the Village"is not only reflected in the"unrealistic exaggeration"of project application,the"passive perfunctoriness"of project implementation,but also in the"superficial inspection"of project acceptance.The reason lies in the logic of expedient thinking of primary-level cadres in"strong pressure-weak incentive"and the rational choice of villagers in"weak pressure-strong incentive"under the policy environment of tension between the policy objectives and the foundation of rural development and the negative effect of the strengthening and extension of the bureaucratic chain.The result has led to the dislocation dilemma between the policy practice and policy meaning of"Projects Entering the Village".To correct the execution of formalization in"Projects Entering the Village",it is necessary to optimize the industrial evaluation system,build the information sharing platform,debug the supervision and assessment mechanism,stimulate the endogenous development power,so as to further promote the landing,implementation and scientific effectiveness of"Projects Entering the Village".
