Research on the Political Logical and Technological Approach of Primary-Level Governance—Case Analysis Based on G Town of Hangzhou
The digital transformation of primary-level governance is not only necessary for the modernization of primary-level governance,but also a hot topic of academic concern in recent years.From the perspective of political science and the underlying logic of organic interaction of national capacity,government governa-nce and primary-level social governance,based on the"Structure-Process-Function"analytical framework and the practical analysis of the digital transformation of primary-level governance in G Town of Hangzhou.The article found that there is a close relationship between the political logic and technological approach of the digital transformation of primary-level governance.For primary-level governance,with the guidance of a series of relevant policies and the deeply promoting of the digital transformation,the structure is gradually shifting from"fragmented and rigid"to"holistic and intelligent",the process is gradually shifting from"harden and involution"to"agile and cooperative",the function is gradually shifting from"inefficient and extensive"to"efficient and well-calibrated",the ultimate goal is to transform institutional advantages into more effective governance and build a"collaboration,participation and common interests"social governance pattern for the digital transformation of primary-level governance.
