Building a new development paradigm has endowed China's state-owned economy with a new goal and task in the optimization of the layout along the"Belt and Road".In other words,we should strive for a smooth"dual circulation"of domestic and international markets,and achieve the high-level scientific self-reliance and high-level opening up to the outside world.Therefore,China's state-owned economy in the layout along the"Belt and Road"should aim at the goal and task of building a new development paradigm of"dual circulation".We should adhere to such principles as the Party's leadership,the combination of conditionally active government and efficient market,and high-quality development.In this way,the goal and task of building a new development paradigm of"dual circu-lation"can be integrated into the layout optimization along the"Belt and Road"for China's state-owned economy.It will help maintain and increase the value of China's state-owned assets and promote the common development and prosperity of the countries along the"Belt and Road".In the meantime,in view of the main problems encountered in practice,we will accurately build a community of economic interests,a community of risk prevention,and a commu-nity of maintaining and increasing the value of China's state-owned assets along the"Belt and Road".
