An Analysis of Spatial Spillover Effect of Heterogeneous R&D on Regional Innovation Quality—An Empirical Test Based on Provincial Panel Data
In order to improve the quality of innovation and solve the problem of low quality of innovation,innova-tion factors represented by R&D investment have become important strategic resources to promote the improvement of innovation quality.Based on the provincial panel data of 31 provinces,municipalities and autonomous regions in China from 2011 to 2021,this paper uses the CRITIC method to comprehensively measure the quality of innovation from multiple dimensions,and constructs a spatial econometric model to explore the spatial spillover effects of three types of heterogeneous R&D on innovation quality.It has been found out that there is a correlation between the de-velopment of innovation quality and the three types of heterogeneous R&D in China through the benchmark regres-sion results.According to the results of Moran index,heterogeneous R&D investment significantly affects the devel-opment level of innovation quality and shows the spatial characteristics of high-high agglomeration and low-low ag-glomeration.According to the decomposition results of spatial spillover effects,applied research and basic research have positive spatial spillover effects on innovation quality,while experimental development inhibits the improve-ment of innovation quality through negative spatial spillover effects.Finally,according to the results of spatial adjust-ment effect,we may come to the conclusion that any cross-combination of three types of heterogeneous R&D has a positive impact on the quality of local innovation,while only the cross-combination of basic research and applied re-search in neighboring regions brings positive spatial spillover effects on innovation quality.Therefore,provinces,mu-nicipalities and autonomous regions should make full use of their respective differentiated advantages in the innova-tion value chain,strengthen innovation exchanges,and promote the connectivity of innovation activities among re-gions,and avoid crowding-out effects in neighboring regions while carrying out experimental development activities.
