Research on the Dynamic Evolution of Industrial Policy amid the Economic Transition from Old to New Growth Drivers:Mechanism Analysis Based on the Case of Strategic Emerging Industries in Guangdong
Developing strategic emerging industries is not only key to cultivating new economic drivers and gaining competitive advantages but also an essential requirement for achieving economic structural transformation and industrial upgrading.In recent years,strategic emerging industries in Guangdong Province have flourished,progressively becoming the main engine of economic growth.By using the foresighted leading theory,this study analyzes how Guangdong Province has formulated industrial policies to boost the development of strategic emerging industries against the backdrop of the transition from old to new growth drivers since the reform and opening up.It finds that the industrial policies enacted in Guangdong adhere to mechanism characteristic,namely institutional anticipation,organizational anticipation,technological anticipation,and conceptual anticipation.It thus helps Guangdong lead nationally and set an example in developing strategic emerging industries.The findings provide significant implications for regions to formulate industrial policies tailored to their own factor endowments,to accelerate the development of key industries,and to achieve high-quality economic growth.
