Rural Governance,Resource Integration and the Development of New Rural Collective Economy
The development and expansion of new rural collective economy is the basic guarantee for the dominant position of socialist public ownership economy in the rural economy,and an important foundation for realizing common prosperity.This paper explores the impact of improved rural governance on the development of new rural collective economy using mixed cross-sectional data from two periods of China Labor Dynamics Survey(CLDS)in 2016 and 2018.The results show that rural governance improvement can significantly promote the development of rural collective economy,and the conclusions remain robust after endogeneity is mitigated as much as possible using 2SLS estimation.Mechanism tests indicate that the integration of natural,physical and social resources has a mediating effect in the impact of rural governance on the development of new rural collective economies.The robustness test using both the measure of replacing the core explanatory variables and replacing the explanatory variables remains significant.Incorporating regional differences into the model,the results show that improved rural governance has a significant contribution to the development of rural collective economy in the eastern,central and western regions,but the contribution is more significant in the central and western regions.It can be seen that attaching importance to the fundamental role of rural governance,constructing a synergistic governance model with multiple subjects,accelerating the modernization of the rural governance system and governance capacity,enhancing the effectiveness of rural governance,are effective ways to promote the development of new rural collective economy.
