Research on the Mechanism of High-quality Utilization of Foreign Capital driven by Institutional Innovation——Take the construction of"Two Districts"in Beijing as an example
In the context of institutional opening up,promoting the utilization of foreign investment through institutional innovation has become a new way of attracting foreign investment.This article takes the"Two Districts"of Beijing as a research case and reveals the internal mechanism of institutional innovation driving the utilization of foreign capital by reviewing the reform achievements since the construction of the"Two Districts".Beijing's"Two Districts"has achieved a systematic institutional integration innovation based on regulatory rule innovation,driven by investment incentive innovation,guaranteed by regulatory service innovation,and supported by administrative organization innovation.This institutional integration innovation optimizes Beijing's institutional environment.It has enhanced Beijing's institutional location advantage,increased the quantity and quality of foreign investment utilization in the region,enhanced the efficiency and spillover effects of foreign investment utilization,and promoted high-quality utilization of foreign investment.In response to the current issues of insufficient international competitiveness,insufficient development of digital trade rules,and low spillover effects of Beijing's"Two Districts",this article believes that strengthening institutional integration and innovation is the primary task of Beijing's"Two Districts".It is necessary to open up the elevation level and international economic and trade standards,continuously improve the policy support system,further optimize the business environment,continue to explore and innovate the access and regulatory systems of free trade zones in multiple aspects,in order to support the coordinated development of Beijing-Tianjin-Hebei.
