Research on the Mechanism of Promoting the Orderly Transfer of Industries in the Guangdong-Hong Kong-Macau Greater Bay Area through Institutional Opening-up
From the perspective of institutional opening-up,this paper analyzes how high-level opening-up in the Greater Bay Area enables the orderly transfer of industries.The findings are as follows:The industrial transfer in the Greater Bay Area is driven by government planning,preferential policy competition,and international situation changes.However,the phenomenon of"handshaking"industrial transfer,"leapfrog"industrial transfer and"overseas"industrial transfer in practice are not conducive to giving full play to the role of industrial transfer in promoting regional coordinated development in the Greater Bay Area.At the same time,high-level opening-up based on cross-regional collaborative governance is an important driving force to promote the orderly transfer of industries in the Greater Bay Area.The institutional opening-up advantages of the Greater Bay Area can promote the orderly transfer of industries through the spillover effect,upgrading effect and synergy effect of the industrial chain,and provide solutions to the problem of unbalanced regional development in Guangdong.To this end,we should strengthen the construction of regional cooperation systems,increase the supply of institutional innovation,accelerate the promotion of institutional opening experience,stimulate the development vitality of market players,and deepen the docking of rules and mechanisms,so as to provide strong support for further stimulation to the orderly transfer of industries in the Greater Bay Area,and create a favorable environment for the coordinated development of Guangdong Province.
