粤港澳大湾区生态环境协同治理制度研究

粤港澳大湾区作为跨区域生态环境协同治理的重要场域，虽然已经初步构建了生态环境协同治理的行动框架，但是通过对粤港澳大湾区生态环境协同治理现状的系统性考察和分析发现，还面临生态环境协同治理机制碎片化仍存、生态环境治理制度地区差异明显、治理规则效力层级不足等结构性难题。粤港澳大湾区生态环境协同治理领域诸多难题的解决，亟需构建统一的系统化粤港澳大湾区生态环境协同治理制度。在现有区域合作规则基础上，提升环境协同治理机制的体系化水平，弥合大湾区环境治理制度地区差异，引导软性环境协作治理机制上升为硬性法律制度，成为构建和完善粤港澳大湾区生态环境协同治理制度、建设人与自然和谐共生的美丽湾区的核心要义。
Study on the system of collaborative environmental governance in the Guangdong-Hong Kong-Macao Greater Bay Area
As an important area of cross-regional collaborative environmental governance,the Guangdong-Hong Kong-Macao Greater Bay Area has initially constructed an action framework for collaborative environmental governance.However,a systematic review and analysis of the current situation of collaborative environmental governance in the Greater Bay Area reveals that a series of structural problems still exist.These problems include serious fragmentation of the collaborative environmental governance mechanism,obvious regional differences in the environmental governance system,and insufficient legal effect of the governance rules.In order to solve the many difficulties,there is an urgent need to build a unified and systematic Guangdong-Hong Kong-Macao Greater Bay Area collaborative environmental governance system.Specifically,to enhance the systematisation of the collaborative environmental governance mechanism,to bridge regional differences in environmental governance systems,and to incorporate the soft collaborative environmental governance mechanism into the hard legal system.These measures will help the development of the Guangdong-Hong Kong-Macao Greater Bay Area collaborative environmental governance system and the construction of a beautiful Bay Area where harmonious coexistence between human beings and nature.
