The Reform of Behavior Goal of State-owned Enterprises from the Perspective of Financial Culture with Chinese Characteristics
The reform of state-owned enterprises in China has produced a lot of research literature,but most of these focuses on the ownership reform,and the reform of the behavior goal is rarely mentioned.In the view of scholars,state-owned enterprises should adapt to the market,and the pursuit of profit maximization is taken for granted.In practice,this has also been put in the first place by the State-owned Assets Supervision and Administration Commission in the assessment of state-owned enterprises.However,profit maximization is not suitable goal for state-owned enterprises.Therefore,this paper focus on the the reform of the behavior goal.We believe that while markets provide high incentives for participants,they often fail to allocate resources.The role of state-owned enterprises is to compensate for market failures.
