乡村数字化推动农业新质生产力形成的逻辑、机制与路径

摘要
农业新质生产力是摆脱传统农业经济增长方式和传统生产力发展路径的新型农业先进生产力,乡村数字化转型旨在通过数字技术的应用对乡村进行全方位多层次改造.本文在从历史逻辑、理论逻辑、现实逻辑三方面厘清农业新质生产力的生成逻辑和其主要特征基础上,认为农业新质生产力与乡村数字化转型之间存在循环促进的逻辑关系,而且农业科技创新扩散、数据要素赋能、产业数字化融合发展是乡村数字化推动农业新质生产力形成的有效机制;为促进乡村产业数字化转型,加快提升农业新质生产力,提出应走有为政府与有效市场有机协同、加大农业创新力度、培育创新型农业人才等现实路径.
Abstract
The new agricultural productivity is a new type of agricultural advanced productivity that gets rid of the traditional agricultural economic growth mode and the traditional productivity development path.The rural digital transformation aims to transform the countryside in an all-round and multi-level way through the application of digital technology.On the basis of clarifying the connotation and characteristics of new agricultural productivity from the historical logic,theoretical logic and realistic logic,this paper holds that there is a logical relationship between new agricultural productivity and rural digital transformation,and the diffusion of agricultural science and technology innovation,the empowerment of data elements and the integrated development of industrial digitization are the effective mechanisms for rural digital digitization to promote the formation of new agricultural productivity.In order to promote the digital transformation of rural industries and accelerate the improvement of new agricultural productivity,it is proposed to combine the promising government with the effective market,increase agricultural innovation,and cultivate innovative agricultural talents.
