Integrated Develop Efficiency of the Guangdong-Hong Kong-Macao Greater Bay Area from the Perspective of Income Distribution:An Empirical Analysis Based on the Quantitative Policy Index
Regional integration optimizes resource allocation and enhances economic efficiency by changing the direction and intensity of resource flows.In order to investigate the impacts of integration of the Guangdong-Hong Kong-Macao Greater Bay Area on the relative income inequality of residents as well as the urban-rural income disparity within the cities,and to deeply explore the potential of cooperation among the cities in the Guangdong-Hong Kong-Macao Greater Bay Area,this paper constructs a quantitative policy index with five dimensions,including the weakening administrative barriers,the enhancing economic cooperation,the transportation interconnection,the labor mobility,and the sharing technology and innovation.The integrated develop efficiency of the Guangdong-Hong Kong-Macao Greater Bay Area,which is used to evaluate the social welfare effects generated by regional integration,is measured using a Farrell-based data envelopment analysis.The results show that the integration of the Guangdong-Hong Kong-Macao Greater Bay Area is effective in narrowing the relative income gap among regional residents,but there is room for improvement in narrowing the urban-rural income gap within cities,which is due to activities with urban bias,such as economic liberalization.Almost all cities with potential cooperation have potential gains involving integrated efficiency,technical efficiency,harmony efficiency and scale efficiency.In addition,the potential gains from developing cities are more outstanding.Further,it is found that the multilateral cooperation is the main driving force to improve integration efficiency.Moreover,both specialized and diversified cooperations have positive impacts on regional income coordination,but the effect of specialized cooperation is more significant.Due to the development differences of each city,it exists heterogeneity in reducing the income inequality as well.In the integration of Guangdong-Hong Kong-Macao Greater Bay Area,there are differences in the potential cooperation among various types of integration activities,where economic cooperation and integration of technology and innovation contribute significant effects which can serve as the main pathway for regional integration.
