High-level Free Trade Zone:A New Engine for Institutional Openness
Institutional openness is the key content of realizing the new round of high level opening up in our country.It requires the opening up and docking of international prevailing rules in the four aspects of rules,regulation,management and standards.As a test field for deepening reform and opening up in the new era,the state takes the lead in exploring and promoting new policies,regulations and mechanisms in the zone to find reform measures to meet the needs of a new round of high-level opening up under the conditions of the market economy.Free Trade Zone carries the pilot exploration function of institutional openness.It provides an important place for the concept of institutional openness to be put into practice,so it plays the role of the core engine in the practice of institutional openness.This paper first expounds the requirements of The Times and development of institutional openness,and emphasizes that institutional openness is an important path to realize a new round of high-level opening to the outside world.Then,it analyzes the pioneering exploration and achievements of Free Trade Zone in trade facilitation,investment liberalization,financial opening and innovation,and points out that Free Trade Zone plays an important role in promoting reform and innovation,enhancing the level of opening up,and optimizing the business environment.Finally,in light of Xi Jinping's instructions on the implementation of the enhancement strategy of the Free Trade Zone,the article puts forward five strategic enhancement proposals to deepen the reform of the system-based opening up,radiate and drive the development of the open economy,serve the country's external strategy,build an international business environment,and build an internationally competitive industrial cluster,providing useful policy ideas for the implementation of the enhancement strategy of the Free Trade Zone.It provides useful policy ideas for the implementation of the enhancement strategy of the Free Trade Zone under the background of institutional openness.
