平台经济发展的协同治理均衡机制研究

摘要
平台经济领域的治理模式,实质上是一个涉及多方参与的动态博弈过程.基于博弈理论,本文构建包含互联网平台企业与平台经营商户、行业协会自律组织的两部门动态博弈模型,以及政府监管部门与互联网平台企业之间的静态博弈模型.通过均衡求解分析,深入分析"垄断经营"与"合规经营"两种策略下各博弈参与方的最优选择.研究指出,为构建平台经济发展的协同治理均衡机制并促进平台经济的健康发展,应采取以下有效措施:降低政府监管部门的监管成本,增加政府监管部门失职的损失补偿,促使政府监管部门履职尽责;加大对互联网平台企业垄断经营的处罚力度;强化平台经营商户的内部控制功能;提高行业协会自律组织的独立性和专业性.
Abstract
The governance model in the platform economy sector is essentially a dynamic game pro-cess involving multiple parties.Based on game theory,this paper constructs a two-sector dynamic game model encompassing internet platform companies,platform-operating merchants,and industry self-regula-tory organizations,as well as a static game model between government regulatory departments and internet platform companies.Through equilibrium solution analysis,an in-depth exploration is conducted into the optimal choices of each game participant under the two strategies of"monopolistic operation"and"com-pliant operation".The study finds that,to establish a coordinated governance equilibrium mechanism for the development of the platform economy and promote its healthy growth,the following effective measures should be taken:reducing the regulatory costs of government regulatory departments,increasing compen-sation for losses due to negligence on the part of government regulatory departments to encourage them to fulfill their duties;imposing heavier penalties on monopolistic operations by internet platform companies;strengthening the internal control functions of platform-operating merchants;and enhancing the indepen-dence and professionalism of industry self-regulatory organizations.
