The Shift of Focus in the Allocation of Urban and Rural Health Resources During the Planned Economy Period:Taking the"6.26"indicator of the health system as an example
At the beginning of the founding of the People's Republic of China,the foundation of the health industry was weak,which was reflected in the scarcity of health resources in terms of total quantity and imbalanced urban-rural distribution in terms of structure.Under the influence of industrialization development strategy,the allocation of health resources is more inclined towards cities,and there is a huge gap in the distribution of urban and rural health resources.In response to this,on June 26,1965,Mao Zedong instructed"to shift the focus of medical and health work to rural areas".After the issuance of the"6.26"directive,various regions began to tilt health personnel,equipment,and funds towards rural areas,and more widely implemented the itinerant medical system and cooperative medical system to cultivate non working barefoot doctors in rural areas,improve the medical and health conditions in rural areas,and narrow the gap in the allocation of health resources between urban and rural areas.This article uses historical data from Shaanxi Province to establish a double difference model and identifies the changes in the allocation of urban and rural health resources in Shaanxi Province before and after 1965.Research has found that after the"6.26"directive was issued,the health resources in rural areas of Shaanxi Province have improved faster,and the gap in the allocation of urban and rural health resources has significantly narrowed.The promotion of equalization of basic health services during the planned economy period has effectively improved the public's ability to resist disease risks,effectively protected health capital,and left valuable historical experience for today's social health governance through highly effective health governance practices.This article enriches the relevant research on the development of health services and the relationship between urban and rural resource allocation during the planned economy period,and provides China's experience in improving the equalization of basic health services in developing countries.
