基于航标塔多元价值的城市空间规划管控——以泉州为例

为响应当下泉州世界文化遗产保护与利用诉求,以及国土空间语境下对历史文化遗产的资源要素整合需求,从历史文化遗产和城市地标两个维度重识泉州航标塔的多元价值,围绕航标塔的空间特性,从以关联性要素划定管控范围、以视线关系控制建设高度两方面提出针对性管控建议与措施方法:通过划定遗产区、缓冲区、景观控制区管控使用功能与建设行为;依据历史与今时视线关系控制建筑高度.构建航标塔等遗产景观分析空间,以期为城市空间的关联性历史文化遗产保护和地标空间视线、建筑高度提供规划管控方法.
Urban Spatial Planning and Control Based on the Multiple Values of Navigation Tower:A Case Study of Quanzhou
In response to the demands for the protection and utilization of Quanzhou's world cultural heritage and the integration of resource elements for historical and cultural heritage in the context of national spatial context,this paper re-recognizes the diverse value of Quanzhou's navigation tower from the dimensions of historical and cultural heritage and urban landmarks.Based on the spatial characteristics of the navigation tower,it proposes targeted control suggestions and measures from two aspects:defining the control range of related elements,and controlling the construction height according to the sight line relationships.That is,control the functions and construction behaviors of buffer zones and landscape control zones of the heritage area;control the building height from the perspective of historical and contemporary visual relationships.It is intended to construct a space for analyzing heritage landscapes such as navigation towers,so as to provide planning and control methods for the protection of historical and cultural heritage related to urban space,as well as for the visibility and building height of landmark spaces.
