The Governance Dilemma and Breakthroughs for China's Top-Notch Innovative Talent Cultivation:An Analysis Based on Holistic Governance Theory
The cultivation of top-notch innovative talents necessitates a systematic and holistic approach.This article adopts a value-oriented perspective rooted in holistic governance theory to propose a strategy for cultivating top-notch innovative talents in China.This strategy emphasizes aligning talent cultivation with national rejuvenation and strategic objectives,establishing a matrix organizational structure led by the government,coordinating and integrating policies through institutional arrangements,and levera-ging IT digital platforms for support.Currently,China faces challenges in cultivating top-notch innovative talents,including the di-chotomy between talent cultivation and utilization,limited stakeholder cooperation,fragmented education stages,inadequate policy integration,and insufficient IT support mechanisms.To overcome these challenges,China should prioritize cultivating talents that a-lign with national interests,enhance the effectiveness of social responsibility training for top-notch innovative talents,establish a collaborative education system that involves both bureaucracy and earmarked project systems along with third-party departments,en-sure coherence across different education stages,foster policy synergy,and develop digital platforms tailored for top-notch innova-tive talent training.By implementing these measures,China can establish a comprehensive and effective system for cultivating top-notch innovative talents.
