Optimization of Talent Innovation Ecosystem from the Perspective of Comprehensive Innovation-In-Depth Study on the Spirit of the Third Plenary Session of the 20th CPC Central Committee
Comprehensive innovation is an inherent requirement for accelerating the implementation of the innovation-driven development strategy,an essential part of promoting high-quality development,and a key pathway to fostering new drivers and advantages for development.The Third Plenary Session of the 20th Central Committee of the Communist Party of China put forward the task of"constructing institutional mechanisms to support comprehensive innovation"and made overall arrangements from three aspects:comprehensive education reform,reform of the science and technology system,and reform of the talent institutional mechanisms."Comprehensive innovation"is not limited to the level of technological innovation but encompasses a comprehensive innovation system covering technological innovation,management innovation,organizational innovation,factor innovation,strategic innovation,market innovation,cultural innovation,institutional innovation,social innovation,and other aspects.Talents are the main force in realizing comprehensive innovation,and the talent innovation ecosystem is an ecological system that supports,encourages,and safeguards the innovative activities of talents,directly affecting the innovation results of talents and the effectiveness of comprehensive innovation.To construct institutional mechanisms that support comprehensive innovation,it is inevitably required to vigorously cultivate and continuously optimize the talent innovation ecosystem.It is not only necessary to improve hard measures but also build a good soft environment,adhere to the combination of"breaking the four'onlys'"(overemphasis on test scores,academic qualifications,papers and titles)and"establishing new standards"to liberate talents from constraints.It is necessary to follow the laws of scientific research activities and the growth laws of talents,continuously improve the talent evaluation mechanism,innovate evaluation methods,so that talents can concentrate wholeheartedly on their research.It is necessary to improve incentive systems,including income distribution and achievement recognition mechanisms.This will ensure that the innovative activities by outstanding talents can receive reasonable returns thereby releasing their innovative vitality.It is necessary to strengthen the guarantee of talent living services,create a cultural environment that encourages innovation and tolerates failure,and cultivate a better ecological environment for comprehensive innovation.
