Situation,Reasons and Optimization Suggestions of Spatial Layout Suitability of Urban Kindergartens in China
A spatial distribution of kindergartens that matches supply and demand is a key measure for promoting a balanced allocation of preschool education resources, which can effectively promote the high-quality development of preschool education. This study provided insight into the primary question of whether there was a mismatch in the spatial layout of kindergartens by using kernel density estimation and nearest-neighbor index in ArcGIS,taking 759 kindergartens in urban areas of a capital city in central China as examples. The study found that the spatial distribution of partial urban kindergartens presented partial mismatch of spatial and structural. The main reasons for this were the financial imbalance of resource inputs, the meritocracy mentality of demand, and the construction delay of urban planning. To promate the integration and high-quality development of regional preschool education public services, the study suggested promoting the transformation of kindergarten spatial layout from mismatch to adaptation by building a digital management platform, optimizing the mechanism for matching supply and demand, strengthening the governance of complementary kindergartens, and enhancing efforts to address weaknesses and fill gaps.
