新时代坚持马克思主义在意识形态领域指导地位的根本制度,坚持以社会主义核心价值观引领文化建设制度和全面落实意识形态工作责任制等多层次制度构成了我国意识形态领域的制度体系.这套制度体系内在规定了我国意识形态领域具有坚持中国共产党领导、坚持马克思主义指导、坚持人民至上、践行社会主义核心价值观和传承中华优秀传统文化的优势.在意识形态治理实践中,把制度优势更好地转化为治理效能,客观上还存在制度设计合规律性与治理目标合目的性、制度结构分层对接与治理结构协同耦合以及制度执行的垂直机制与治理方式智能精准化之间的张力.基于此,应当强化意识形态领域制度评价的价值引领作用,健全意识形态治理主体的协同机制,把人工智能技术嵌入制度执行过程,进而形成意识形态治理的内在合力,推动我国意识形态领域制度优势更好地转化为治理效能.
The Tension and Its Adjustment in Transforming the Institutional Advantages in China's Ideological Field into Governance Effectiveness
In the new era,China's institutional system of ideology consists of the fundamental institu-tion of adhering to the guiding position of Marxism,that of guiding cultural development with core socialist values,as well as that of fully implementing the responsibility system for ideological work.This system con-tains the inherent advantages of China's idelological work,including adhering to the leadership of the Com-munist Party of China and the guidance of Marxism,upholding the supremacy of the people,practicing core socialist values,and inheriting fine traditional Chinese culture.However,to turn the institutional advantages into governance effectiveness,measures should be taken to deal with the tensions between the regularity of in-stitutional design and the adequacy of governance objectives,between the hierarchical docking of institutional structure and the collaborative coupling of governance structure,as well as between the vertical mechanism of institutional implementation and the intelligent precision of governance methods.To achieve this,it is necessa-ry to strengthen the value-leading role of institutional evaluation in the field of ideology,improve the collab-orative mechanism of ideological governance subjects,as well as embed the artificial intelligence technology in the system implementation process,so as to form collaborated effects.
