Experiences and Insights of Foreign Resilient Communities for Risk Governance
Exposed to increasing threats posed by types of public emergencies,the development of resilient communities proves an effective measure for the enhancement of the emergency response capacity of a city.This paper summarizes the experiences of foreign resilient community development in order to translate them into valuable insights for the same efforts in China.Foreign re-silient community development is based on four dimensions:environmental resilience,social resilience,institutional resilience,and individual resilience,in an effort to optimize spatial layout,foster multi-dimensional governance,promote cross-sector collaboration,and enhance self-rescue capabilities.However,this practice comes with deficiencies and challenges:1.unrea-sonable spatial layout influences community emergency response capabilities;2.difficulties in community construction hinder community emergency response cohesion;3.disordered inter-organizational networks impede community emergency resilience,and 4.insufficient awareness weakens community emergency vitality.In response,entities in China's resilient community devel-opment can learn from foreign experiences.It is advisable to strengthen infrastructure development,create a resilient community,refine grassroots social governance systems,enhance education on residents'emergency response awareness,and improve envi-ronmental,social,institutional,and individual resilience in the community.
