政党功能扩展:乡村产业振兴的"政党经营社会"路径分析——基于新平县基层党组织引领产业振兴的个案研究

中文摘要：当前乡村产业振兴研究认为产业发展离不开"行政下乡""乡贤下乡""资本下乡"的精英引导,部分观点否认政党或者党员在产业发展中的主导作用的发挥.一方面,他们认为基层党组织缺乏先进的市场感知能力和自我约束机制,不应也无力成为产业振兴引领主体;另一方面,强调"政党组织社会"的政治功能或者"政党引领社会"的社会职能较多,对政党经济发展职能所涉甚少.但是,在新平县桃孔村的实证研究发现,基于政权利益和人民利益相统一原则,基层党组织建构起产业振兴的"政党统合发展"机制,以能够统合工具理性和价值理性的"整合理性",建立起统合乡村产业振兴的建构性秩序与自发秩序的"统合秩序",实现了"政党经营社会"的发展目标.由此,中国共产党基层组织在政治整合功能和社会治理职能之外,拓展出与其他政党不同的经济职能,形成对现有政党与社会、政党与经济关系经典理论的挑战,也形成了对中国共产党"执政党理性"的兑现和"发展型政党"属性的赋予.

外文摘要：The current research on the revitalization of rural industry believes that industrial development cannot be separated from the elite guidance of"administration to the countryside","county sage to the countryside"and"capital to the country-side",and some views deny the leading role of political parties or party members in industrial development.On the one hand,they believe that grassroots party organizations lack advanced market perception and self-restraint mechanism,and shouldn't be-come the leading body of industrial revitalization;On the other hand,more emphasis is placed on the political function of"party organizing society"or"party leading society",but little on the economic development function of political parties.However,the case study in Taokong Village of Yuxi City found that based on the principle of unity of political power interests and people's in-terests,grassroots party organizations built a"party integrated development"mechanism for industrial revitalization,and estab-lished a"integrated order"that integrates the constructive order and spontaneous order of rural industrial revitalization with the"integrated rationality"that can integrate instrument rationality and value rationality.It has achieved the development goal of"political party management society".Therefore,in addition to the functions of political integration and social governance,the grassroots organizations of the Communist Party of China have developed economic functions that are different from other political parties,forming a challenge to the existing classical theories on the relationship between political parties and society and political parties and economic relations,and also forming the realization of the"ruling party rationality"of the Communist Party of China and the attribute of"developmental party".
