Work Team:A Unique Organization for Promoting Chinese Modernization—A Participant Observation Based on Feng Village
The work team is one of the essential working tools of the Communist Party of China(CPC),which is still commonly used in executing the tasks of Chinese poverty alleviation and rural revitalization in recent years.It has become essential in pro-moting Chinese modernization,reflecting the institutional advantages and governance characteristics with Chinese characteristics.Based on more than a year of the author's fieldwork and participation in the resident work team,this paper consciously applies theory to observe and analyze the unique organizational forms of the work team.This study focuses on how the resident work team has solved complex problems,realized the"top-down connection"between the masses and cadres,and promoted the moderni-zation process of minority areas.It presents the contemporary situation and spatial field encountered by the practice of the work team.Then it explores how the work team,as a complex governance mechanism with Chinese characteristics,promotes the im-plementation of significant strategies and realizes its goals through the combination of"upward connection"and"downward con-nection".The work team focuses on undertaking national systems and their implementation requirements within a specific period,giving full play to its advantage of"resource endowment",interacting and consulting with rank-and-file cadres and villagers,and accomplishing major strategic tasks despite the layers of pressure and difficulties it faces.
