数字化影响公共服务效率的作用机制与政策建议

公共服务是推进共同富裕,不断增强人民群众获得感、幸福感、安全感,适应人民群众需求状况,满足人民群众对美好生活向往的重要内容,要提供优质高效、均衡可及的公共服务其核心要义是提升公共服务效率,缓解供需不匹配、发展不均衡、可及性不高、群众不满意等问题.与此同时,数字化技术的飞速发展与普及应用对人类社会生产生活方式带来深刻影响,为公共服务效率提升带来机遇与挑战.在系统梳理已有研究的基础上,认真分析数字化背景下公共服务新变化新特征,剖析公共服务效率提升面临的问题挑战,揭示数字化影响公共服务效率的内在逻辑和作用机制,提出利用数字化优势提升公共服务效率的政策建议,使其既适应中国人口资源约束的基本国情,又能够可持续地满足人民群众日益增长的公共服务需求.
The Mechanism and Policy Suggestions of the Impact of Digitization on the Efficiency of Public Services
Public service is an important content to promote common prosperity,continuously enhance the sense of gain,happi-ness,and security of the people,adapt to the needs of the people,and meet their aspirations for a better life.To provide high-quality,efficient,balanced and accessible public services,the core essence is to improve the efficiency of public services,alle-viate problems such as mismatch between supply and demand,uneven development,low accessibility,and dissatisfaction among the people.At the same time,the rapid development and widespread application of digital technology have had a profound impact on the production and lifestyle of human society,bringing opportunities and challenges for improving the efficiency of public serv-ices.Based on the systematic review of existing research,this paper carefully analyzes the new changes and characteristics of public services under the background of digitalization,the problems and challenges faced in improving public service efficiency,reveals the internal logic and mechanism of the impact of digitalization on public service efficiency,and proposes policy recom-mendations to utilize the advantages of digitalization to improve public service efficiency,so as to adapt to the basic national con-ditions of China's population resource constraints and sustainably meet the growing public service needs of the people.
