Government Enterprise Cooperation and Process Selection:Evolution of Digital Government Construction Models and Policy Effects in Underdeveloped Regions
Digital government is an important part of"Digital China"and plays a strategic supporting role.It is important to study the evolution type and policy effects of digital government in less developed regions to achieve the goal of common prosperi-ty.Through literature analysis,model construction and case study,we classified the dynamic evolution of digital government,and selected the panel data of 15 provinces from 2007 to 2020 to reveal the policy effects of the construction mode of government-enterprise cooperation in digital government in less developed regions through synthetic control method.The results show that:first,government-enterprise cooperation is an important support for the construction of digital government,and the dynamic e-volution matrix of digital government is established based on the perspective of government-enterprise cooperation,and the con-struction of digital government is classified into four modes:learning cooperation,high-driven cooperation,complementary co-operation,and market-driven cooperation;second,the construction of digital government in less developed regions is in the transition stage,and the construction process presents the dynamic evolution characteristics of weakening government-side pow-er and increasing market-side power;third,the empirical results show that the high-level-driven digital government con-struction mode can achieve significant economic effects in less developed regions.
